Petrobras announced a new increase in the prices of gasoline and diesel for distributors, starting this Wednesday (16). The price of a liter of gasoline will increase by R$ 0.41, reaching R$ 2.93, while the cost per liter of diesel will increase by R$ 0.78, rising to R$ 3.80 . Petrobras highlighted in a statement that the amount effectively charged to the final consumer at gas stations is also influenced by other elements, such as taxes, the composition of biofuels and the profit margins practiced by both distribution and resale.

Despite the increase, fuel values remain below the figures observed in the global scenario, even after this increase. According to Petrobras, the accumulated changes in fuel prices throughout 2023 indicate a reduction of R$ 0.15 per liter for gasoline and R$ 0.69 per liter for diesel. This change marks the first increase in the price of diesel this year, while gasoline was already raised on January 25th.

According to data from Brazilian Association of Fuel Importers (Abicom) and CBIE consultancy, gasoline will still be 21.6% cheaper in relation to the current price in the international market. With regard to diesel, the difference will be 9%, which indicates the possibility of future adjustments in values in the near future.

Pricing policy and readjustments

In May of this year, Petrobras announced a new pricing guideline, marking the end of its import parity policy (PPI), which linked fuel prices to dollar and oil fluctuations on the international scene. The recently adopted commercial approach, although considered less than transparent by many specialists, the new policy seeks to incorporate criteria that capture the optimized conditions for refining and logistics exclusive to Petrobras, which involve the definition of prices, according to the declarations of the company.

Readjustments began to be carried out without a defined periodicity, with a view to preventing the transfer of the instability of international values and exchange rate fluctuations for consumers in Brazil. In the previous calculation method, Petrobras included the amount corresponding to oil at the global level, as well as logistical charges, such as vessel rental, port charges and transportation through internal pipelines.

Petrobras explained that this change aims to prioritize the alternative cost for the customer and use the marginal value as a market reference. According to the company, the alternative cost calculation for the customer now takes into account several supplier options for the same products or substitutes. On the other hand, Petrobras' marginal cost started to be determined based on several alternatives available to the company, such as production, import and export of the product.

Oil prices and the dollar's rise

According to the company, at an early stage, the new pricing policy enabled a reduction in gasoline and diesel prices. In recent weeks, this policy also helped to mitigate the impacts of volatility and sharp increases in international prices, which occurred in a period of price stability for customers. However, the substantial increase in oil prices in the international market and the rapid appreciation of the dollar in recent weeks have led the company to reach the limit of its optimized operations, including the need to hire complementary executives.

According to the company, these elements have become imperative for adjustments to both gasoline and diesel prices. These adjustments aim to rebalance the values practiced by Petrobras in relation to the market, in addition to improving the company's profit margins.
